Position Title: Country Coordinator – Timor Leste

Background
The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani, Thailand.
Position Description:
The Country Coordinator, reporting to the Climate Risk Management Specialist, supports RIMES Programs and Projects in Timor-Leste

Minimum Qualifications:
Education:
  • Masters degree in meteorology, hydrology, oceanography, geographic information systems, information technology or related fields, or Bachelor degree combined with high level experience in managing projects related to early warning
Experience:
  • A minimum 7 years of combined national and international experience in managing programs or projects related to early warning, disaster risk reduction or climate change adaptation
  • Solid experience in program/project management, stakeholder coordination and partnership building
  • Experience in leading and/or facilitating technical trainings, forums or workshops
  • Familiarity with weather- or climate-related decision support systems
Other requirements:
  • Strong network and contacts in Timor Leste
  • Sense of integrity, responsibility, maturity of judgement, initiative and creativity
  • Excellent leadership, organizational, communication, presentation, negotiation, interpersonal and analytical skills
  • Ability to work in a multicultural environment and to foster diversity and team spirit
Languages:
  • Excellent knowledge of English (both oral and written), Portuguese and Tetum languages
Major Duties and Responsibilities:
  • Liaise with RIMES partners and stakeholders including but not limited to NDMG, NDWRM, NDWS GDHS, etc. for implementing programs and activities at national and local levels
  • Coordinate with RIMES Staff and stakeholders in implementing, monitoring and/or evaluating RIMES programs and projects in Timor-Leste, especially the newly launched GCF project “Enhancing Early Warning Systems to build greater resilience to hydro-meteorological hazards in Timor-Leste”
    • Provide technical inputs in the design of tools (including decision support tools), databases, models and processes
    • Lead the local implementation of project-specific activities including but not limited to early warning systems assessments, forums, stakeholder consultation workshops, trainings, etc.;
    • Establish and maintain working relationships with project stakeholders and partners in Timor Leste
  • Provide local inputs for implementing, monitoring and assessing RIMES programs and projects;
  • Undertake field visits to implement, monitor or assess RIMES programs and projects as well as receive local feedback;
  • Assist in the documentation of RIMES activities, milestones, capturing of good practices and lessons learned as well as in the dissemination thereof;
  • Attend regular meetings with RIMES Bangkok team as well as with program/project partners
  • Assist with translation from English to Portuguese/Tetum languages and vice versa;
  • Any other relevant work necessary for the successful implementation and documentation of program/project-related activities and as assigned by RIMES Climate Risk Management Specialist and GCF EWS Project Manager

  • Monthly progress report on assigned tasks
  • Activity reports for specific events
  • Translated documents (as assigned)

Contract Duration:
The contract will initially be for one year and will be extended upon satisfactory completion of a six-month probationary term and each annual performance review.
