Position Title:  Full Stack Developer

Background:   The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani.

Position Description:  The Full Stack Developer of this consulting service is to support the enhancement of TNSMART so it can serve as a one stop solution for all forecast information and data needs for TNDRRA. Full stack developer will support the development team of TNSMART for overall development of the tool. 

Contract Type: Full-Time Contract 

Duty station: TNSDMA office at Chennai, Tamil Nadu, India.

Skills and Qualifications: 

Minimum Qualifications:

Knowledge

• Bachelor degree or higher in Computer Science, Information Communication and Technology, or related fields.
• Knowledge of data processing and optimization techniques, data formats will be considered an advantage.. 

Experience

• Excellent knowledge of web development in php code igniter framework, node.js, angular js with strong knowledge in database management with MySQL.
• At least 3 years of experience in the related field.

Skills and abilities 

• Strong knowledge of the development of Application programming interfaces (APIs)
• Extensive knowledge of data processing, hardware platforms, and enterprise software applications.
• Strong technical knowledge of systems networking, databases, and web development
• Excellent knowledge of UI/UX designing software such as Figma photoshop or Strong Knowledge in working with Web Map services, Open Layers, and Leaflet
• GIS-related skills will be preferred but not required.
• Excellent analytical and problem-solving skills; demonstrated ability to plan and organise work independently; excellent communication skills.
• Backend: Preferably Python (Django) or Node (Express), or PHP (Laravel)
• Frontend: Angular/Any other framework based on JS
• Database: MySQL/PostgreSQL
• OS: Linux.

• Excellent interpersonal skills; team-oriented work style; pleasant personality; strong desire to learn and undertake new challenges; a creative problem-solver; willingness to work hard; interest and experience in working in a multi-cultural environment.
• Good communication (reading, writing and presentation) skills in English. 

Major Duties and Responsibilities:

Full stack developer will report to Anshul Agarwal, RIMES Hydro met Team Lead, and work in the supervision of the Project coordinator, TNSMART, and in coordination with all team members shall have the following specific tasks:

• Planning, design, development, testing, and validation of new applications, solutions, and processes to meet user needs and requirements effectively and efficiently.
• Build highly complex user interface applications and back-end databases integration using expert-level skills in various web development tools, programming languages, and scripting languages.
• System configuration and API development for real-time forecast data integration in the TNSMART application.
• Design and Development of the User and Admin version of the TNSMART application in discussion with the TNSDMA officials.
• Integrate weather forecast, heatwave, Earthquake, agriculture advisory, and other modules.
• Continue supporting the development and improvement of the SATARK application and IRU Project
• Actively address non-functional requirements such as performance, security, scalability, continuous integration, migration, and compatibility.
• Timely delivery of systems, products, and processes and regular reporting of project progress
• Documentation of system/ product development
• Planning, design, development, and delivery of users training
• Implementation and seamless integration of the new system with existing systems
• Testing of new technologies, approaches, and solutions and integration into system development work.
