Position Title:         Surveying, GIS and Remote Sensing Specialist

Background :        The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia 
        (RIMES) is an international and intergovernmental institution, owned and     managed by its Member States, for the generation and application of early warning     information. RIMES evolved from the efforts of countries in Africa and Asia, in     the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early     warning system within a multi-hazard framework for the generation and     communication of early warning information, and capacity building for     preparedness and response to trans-boundary hazards. RIMES was established on     30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES     operates from its regional early warning center located at the campus of the Asian     Institute of Technology in Pathumthani.

Position Description:     The Surveying, GIS, and Remote Sensing Specialist leads the surveying, mapping, digitization, and integration of data in GIS. S/he is responsible for creating and maintaining GIS databases and supports data collection, data management, and reporting.

Duty station:    Regional Integrated Multi-Hazard Early Warning System AIT Campus, 58 Moo 9 Paholyothin Rd., Klong 1, Klong Luang, Pathumthani 12120 Thailand.

Minimum Qualifications
Education: 
●    Master’s degree in Surveying, Engineering, Geo-information Science or Remote Sensing, or Bachelor degree combined with high-level experience in programs or projects that involve extensive surveying, GIS, and remote sensing technologies and processes
Experience: 
●    At least five (5) years of combined work experience in topographic, drone, and hydrographic surveying
●    At least five (5) years of combined work experience in GIS, remote sensing, data digitization, visualization, and analysis 
●    At least three (3) years of work experience in organizing and/or facilitating technical trainings, forums, and/or workshops on bathymetric/topographic survey, mapping, data processing, GIS, and remote sensing
●    Familiarity with the institutions/organizations as well as approaches and concepts in disaster risk reduction and management (DRRM), early warning, and/or climate change adaptation (CCA) would be an advantage
Skills and Abilities:
●    Proficient in at least topographic, drone, and hydrographic surveying
●    Expert in GIS, remote sensing, data digitization, visualization, and analysis 
●    Familiar with impact-based forecasting, early warning, DRRM, and/or CCA
●    Excellent critical thinking, problem-solving, and planning skills
●    Strong communication,  interpersonal, and writing skills
●    Ability to work amicably in a multicultural and multidisciplinary work environment
Language: 
●    Excellent knowledge of English (both oral and written)
Personal qualities:
●    Self-motivated, flexible, and able to work effectively and independently
●    Excellent work ethic and aptitude to work with a constructive attitude
●    Conscientious and efficient in meeting commitments, observing deadlines, and achieving results
•    Shows persistence when faced with difficulties or challenges.

Major Duties and Responsibilities:  
a)         Lead the conduct of field surveys through:
a.    Designing and conducting field surveys using modern approaches, methodologies, and equipment;
b.    Conducting control, topographic, hydrographic, and exposure surveys using GPS/GNSS, total stations, drone, sonar, and other relevant instruments to ensure accurate data acquisition;
c.    Managing and processing survey data, performing quality control and ensuring data integrity;
d.    Providing technical guidance in survey data representation, interpretation, and use in planning and decision-making; and
e.    Training of internal staff and external partners on low-cost surveys and data processing.
b)    Lead the development of remote sensing and GIS products, tools, and protocols through: 
a.    Working closely with the project team in designing and implementing GIS-based solutions for spatial analysis;
b.    Managing geospatial databases and platforms, ensuring data accuracy, organization, and accessibility;
c.    Integrating remote sensing data (e.g., satellite imagery and LiDAR) into GIS databases and platforms;
d.    Analyzing spatial data to identify trends, patterns, and relationships for informed decision-making;
e.    Developing geospatial models for predicting outcomes and impacts using GIS tools;
f.    Creating data visualization products, including maps and charts, to effectively communicate insights;
g.    Regularly compiling and documenting the latest techniques, technologies, and industry best practices related to surveying, GIS and remote sensing; and
h.    Training of internal staff and external partners on GIS, remote sensing, data digitization, visualization, and analysis.
c)    Support the implementation and design of program and project activities including:
a.    Assessment of institutional capacity gaps, needs, and requirements in relation to surveying, GIS, mapping, digitization, and remote sensing
b.    Coordination with program/project partners, resource persons and participants 
c.    Documentation of capacity building initiatives ensuring updates to baseline capacities and identifying priority follow-up assistance as needed
d.    Development of project concept notes as well as technical and financial proposals relating to surveying, early warning, and climate and disaster resilience
d)    Build partnerships and contribute to the development and use of information databases, web-based platforms, and GIS tools that support the planning and design of DRRM, early warning, CCA programs, and projects
e)    Any other relevant work necessary for the successful implementation and documentation of program/project-related activities and as assigned by RIMES Climate Risk Management Specialist

Duration: 12 months, with possible extension on above satisfactory performance; Probationary
period: 4 months.
