Background: 

The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009 and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani.

Position Description:

The Surveying, GIS and Remote Sensing Specialist leads the surveying, mapping, digitization, and integration of data in GIS. S/he is responsible for creating and maintaining GIS databases and supports data collection, data management, and reporting.

Minimum Qualifications

Education: 

  • Master’s degree in Surveying, Geo-information Science or Remote Sensing, or Bachelor's degree combined with high-level experience in programs or projects that involve extensive surveying, GIS, and remote sensing technologies and processes.

Experience: 

  • At least 7 years of combined national and international experience in implementing programs or projects related to early warning, disaster risk reduction or climate change adaptation.
  • Solid experience in the analysis, design, and implementation of surveying and mapping activities as well as data processing and data management techniques for institutions/organizations and communities.
  • Experience in organizing and/or facilitating technical training, forums and/or workshops on bathymetric/topographic survey, mapping, data processing, GIS, and remote sensing.
  • Familiarity with the institutions/organizations as well as approaches and concepts in disaster risk reduction and management (DRRM), early warning, and climate change adaptation (CCA).

Skills and Abilities:

  • Highly skilled in surveying, mapping, data processing, data management, GIS and remote sensing technologies, approaches, and applications in DRRM, early warning, and CCA.
  • Strong communication and interpersonal, writing, analysis, and planning skills.
  • Ability to work amicably in a multi-cultural and multi-disciplinary work environment.

Language: 

  • Excellent knowledge of English (both oral and written)

  • Self-motivated, flexible, and able to work effectively and independently.
  • Excellent work ethic and aptitude to work with a constructive attitude.
  • Conscientious and efficient in meeting commitments, observing deadlines, and achieving results.

Major Duties and Responsibilities:

  1. Lead the analysis, design, and implementation of the following activities:
    1. Assessment of institutional capacity gaps, needs, and requirements in relation to surveying, GIS, and remote sensing.
    2. Training on low-cost surveys, digitization, GIS & remote sensing. 
    3. The low-cost survey, data digitization, visualization, and analysis.
  2. Provide research and writing support on the following:
    1. Development of project concept notes as well as technical and financial proposals relating to early warning, climate and disaster resilience.
    2. Identification of approaches, methodologies and tools for vulnerability and impact assessments in agriculture, water resource, disaster risk, energy and health sectors.
    3. Development of approaches, guidelines, and tools for identifying vulnerability indicators and impact thresholds for triggering early action.
  3. Support the implementation of program and project activities including. 
    1. Engagement of technical experts, specialists, and resource persons as required in the technical design and implementation.
    2. Coordination with program/project partners, resource persons and participants. 
    3. Documentation of capacity building initiatives ensuring updates to baseline capacities and identifying priority follow-up assistance as needed.
  4. Build partnerships and contribute to the development and use of information databases, web-based platforms, and GIS tools that support the planning and design of DRRM, early warning, CCA programs, and projects.
  5. Any other relevant work necessary for the successful implementation and documentation of program/project-related activities as assigned by the RIMES Climate Risk Management Specialist.

Expected Outputs:

  • Monthly progress report on assigned tasks.
  • Activity reports for specific events.

Duration: 

1 year with the possibility of renewal based on the above satisfactory performance.
