Position Title:    Technical Officer - Hydrology

Background :   The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia 
(RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani, Thailand.

Position Description:
The Technical Officer - Hydrology supports RIMES projects under Hydroment R&D in the following areas:  support to project activities at regional, national and field levels; provide technical support in model development, data processing/analysis, tool/application development, assist in reporting; assist in research, documentation, and periodic reporting of project implementation; and assist in project evaluations.  The Technical Officer - Hydrology also supports the National Hydromet Service Providers as per requirement.

Duty station: 
Any Office of RIMES in Dhaka, Bangladesh. RIMES has right to change duty station whenever necessary.

Type of Contract: Full-Time Contract

Minimum Qualifications:

Knowledge:     
Bachelors, degree in water resources or civil engineering, environmental engineering or relevant field

Experience:     
At least 3 years of experience in working on hydrological modelling, hydraulic modelling, water resources management or urban flooding. Experience can be relaxed based on relevant expertise.

Skills and Abilities:  
Efficient in  hydrological/hydraulic modelling, GIS analysis, statistical analysis, strong report writing and organizational skills; excellent English proficiency in communication, presentation, and report writing; demonstrated research skills. Knowledge of programming languages is desirable.

Major Duties and Responsibilities:

Support implementing projects
o    Uptake research, provide technical support in model development, GIS/Data analysis, processing, application development
o    Coordinate other team members to facilitate implementation of project activities
o    Gather data and information required to support model development, trigger setting for anticipatory action, risk and user need assessments 
o    Assist in assessments, meetings, training workshops, forums, conferences, and related preparatory events
o    Undertake field visits to monitor implementation of activities as required, as well as receive local level feedback
o    Assist installation of equipment, such as automatic rain gauges, tide gauge, etc.
o    Assist in the facilitation and management of field visits by donors and partners
o    Assist in the documentation and dissemination of best practices and lessons learnt
o    Assist in processing for activity budget; record and report expenditures against budget, with proper support documentation, at completion of project activity

Support to monitoring and evaluation of projects
o    Keep track of project deliverables and timelines to ensure timely delivery
o    Assist in identifying constraints and problems in efficient project delivery, and suggest corrective actions
o    Gather data and information on progress of implementation against project targets and performance indicators
Others
o    Support NHMS in areas of need, as assigned by immediate supervisors 
o    Other duties and responsibilities as assigned by immediate supervisors

Reporting to:   
Team Leader Hydrology through Country Program Lead Bangladesh

Contract Duration:  The contract will initially be for one year and will be extended upon satisfactory completion of a six-month probationary term and each annual performance review.
