Background:   The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia
(RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani, Thailand.

Position Description:
The Project Officer (Communication) supports RIMES projects in Bangladesh in the following areas:  preparation of policy briefs based on the evidence created in the field; conduct research, suggest ideas, and provide coordination support; coordination with project partners; support to project activities at national and field levels; support to documentation and periodic reporting of project implementation progress, successes, and lessons; and support to design and conduct surveys and project evaluations.  The Project Officer (Communication) also supports the Department of Disaster Management (DDM), Bangladesh Meteorological Department (BMD) and Flood Forecasting and Warning Center (FFWC) as per requirement.
Duty station: 
Department of Disaster Management in Dhaka, Bangladesh. RIMES has right to change duty station whenever necessary.

Type of Contract: Full-Time Contract

Minimum Qualifications:

Knowledge:     
Bachelors, preferably Master’s, degree in Disaster Management, Water Resources or Civil Engineering, Urban and Regional Planning, Development Studies, Environmental Management, or any relevant discipline
Experience: 
At least 2 years of experience in communication, report writing, knowledge material development, disaster management related field. Experience can be relaxed based on relevant expertise.

Skills and Abilities:  
Sound knowledge of ArcGIS, efficient in statistical analysis; strong report writing and organizational skills; excellent English proficiency in communication, presentation, and report writing; demonstrated research skills and knowledge of programming languages would be an advantage.

Excellent interpersonal skills; team-oriented work style; pleasant personality; strong desire to learn and undertake new challenges; a creative problem-solver; willingness to work hard; interest and experience in working in a multi-cultural environment.

Major Duties and Responsibilities:
Managing and implementing projects
o    Coordinate with partners at national down to local levels to facilitate implementation of project activities
o    Gather data and information required to support tool development, hazard, vulnerability, risk, impact and user need assessments, design and uptake surveys
o    Organize assessments, meetings, training workshops, forums, conferences, and related preparatory events
o    Develop research methodology, survey tool, i.e. quantitative and qualitative survey questionnaire, study framework.
o    Assist in data analysis, preparing project progress reports and documenting good practices.
o    Undertake field visits to support research activities as required, as well as receive local level feedback
o    Assist in the facilitation and management of field visits by donors and partners
o    Assist in the documentation and dissemination of best practices and lessons learnt
Support to monitoring and evaluation of projects
o    Keep track of project deliverables and timelines to ensure timely delivery
o    Assist in identifying constraints and problems in efficient project delivery, and recommend corrective actions
o    Gather data and information on progress of implementation against project targets and performance indicators
o    Support the periodic review of project frameworks, and provide inputs for revision of performance indicators as necessary
o    Assist in impact assessment studies
Technical and Others
o    Support topographic surveys and data quality checking, geospatial analysis, regional planning, data collection, analysis and technical documentation for relevant sectors e.g. water resources, transportation, agriculture, urban risk reduction etc.
o    Support DDM, FFWC and BMD in areas of need, as assigned by immediate supervisors 
o    Other duties and responsibilities as assigned by immediate supervisors

Reporting to:   Country Program Lead Bangladesh through Program Manager

Contract Duration:  The contract will initially be for one year and will be extended upon satisfactory completion of a six-month probationary term and each annual performance review.
