Background:   The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia

(RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani, Thailand.

Position Description:

The Program Manager is responsible for RIMES projects in Bangladesh in the following areas: coordination with project partners; support for to project activities at national and field levels; assistance with documenting and reporting on project implementation progress, successes, and lessons learned; and assistance with designing and conducting surveys and project evaluations. Additionally, as required, the Program Manager assists the Local Government Engineering Department (LGED), the Bangladesh Meteorological Department (BMD) and the Flood Forecasting and Warning Center (FFWC). He/she will also directly work with the Department of Disaster Management (DDM) to ensure smooth implementation of project activity.

Duty station: 

Department of Disaster Management in Dhaka, Bangladesh. RIMES has right to change duty station whenever necessary.

Type of Contract: Full-Time Contract 

Minimum Qualifications:

Knowledge:     

MSc/BSc degree in Water Resources Engineering/Civil Engineering, Urban and Regional Planning, Disaster Management, Hydrology and relevant field. He/she should have at least 

Experience:

At least 6 (six) years’ experience of project management, monitoring and evaluation related to Early Warning System, disaster management, climate services, hydrological analysis etc., or any relevant discipline.

Skills and Abilities: 

Sound knowledge of ArcGIS, efficient in statistical analysis; strong report writing and organizational skills; excellent English proficiency in communication, presentation, and report writing; demonstrated research skills and knowledge of programming languages would be an advantage.

Major Duties and Responsibilities:

Managing and implementing projects

  • Coordinate with partners at national down to local levels to facilitate implementation of project activities

  • Gather data and information required to support tool development, hazard, vulnerability, risk, impact and user need assessments, design and uptake surveys

  • Organize assessments, meetings, training workshops, forums, conferences, and related preparatory events

  • Process requests for activity budget; and report expenditures against budget, with proper support documentation, at completion of project activity

  • Undertake field visits to monitor implementation of activities as required, as well as receive local level feedback

  • Support installation of equipment, such as river and inland gauges, automatic rain gauges, tide gauge, etc.

  • Assist in the facilitation and management of field visits by donors and partners

  • Assist in the documentation and dissemination of best practices and lessons learnt

  • Responsible for overall coordination of the project related activities including planning, reporting, monitoring and evaluation.

Support to monitoring and evaluation of projects

  • Keep track of project deliverables and timelines to ensure timely delivery

  • Assist in identifying constraints and problems in efficient project delivery, and recommend corrective actions

  • Gather data and information on progress of implementation against project targets and performance indicators

  • Support the periodic review of project frameworks, and provide inputs for revision of performance indicators as necessary

  • Ensure that technical progress reports are submitted with sound content, good quality, appropriate format, and according to deadlines. And other relevant assignments provided by the Team Leader.

Technical and Others

  • Support topographic surveys and data quality checking, geospatial analysis, regional planning, data collection, analysis and technical documentation for relevant sectors e.g. water resources, transportation, agriculture, urban risk reduction etc.

  • Devise a plan for Project Team Leader of how capacity building on local level will be implemented

  • Support DDM, FFWC and BMD in areas of need, as assigned by immediate supervisors 

  • Other duties and responsibilities as assigned by immediate supervisors

Reporting to:   Country Program Lead Bangladesh

Contract Duration:  The contract will initially be for one year and will be extended upon satisfactory completion of a six-month probationary term and each annual performance review.
