Background :               The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia 

                                    (RIMES) is an international and intergovernmental institution, owned and           managed by its Member States, for the generation and application of early warning     information. RIMES evolved from the efforts of countries in Africa and Asia, in          the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early      warning system within a multi-hazard framework for the generation and  communication of early warning information, and capacity building for   preparedness and response to trans-boundary hazards. RIMES was established on        30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES          operates from its regional early warning center located at the campus of the Asian          Institute of Technology in Pathumthani.

Position Description:   The full stack reporting to the Senior Disaster Risk Management Specialist and the Head, Systems Research and Development, is responsible for supporting the Strengthening Last Mile Communication project team based in various project countries (mentioned above) for development of web- based platform for visualizing various datasets along with GIS related data. Along with that he/she shall also propose suitable measures and provide support in customization of instant portal. S/he is responsible for documentation on the preparation of the web-based platform along with demonstrations with local and national government. S/He is also expected tolink climate related data and other meteorology and hydrology data provided from DHM to the web- based platform..

Contract Type:             Full-time, project-based contract

Duty station:               Nepal, Kathmandu with field visit to project locations.

Minimum Qualifications

Education: 

• Bachelor’s degree in computer science or related field.

Experience: 

•         At least 3+ years of experience in system development or related filed.
•         Strong proficiency in JavaScript, HTML, CSS, SASS and at least one server-side language (such as PHP,      Python, Ruby, or Java).
•         Experience with back-end frameworks such as Laravel, Django or Spring.
•         Experience with database technologies such as MySQL, MongoDB, or PostgreSQL.
•         Familiarity with Git, RESTful APIs, and cloud computing platforms such as AWS or Azure.
•         It will be a bonus if you are familiar with mapping libraries such as Leaflet JS, Open layers, or Map box.
•         Good understanding of web development best practices and security principles.
•         Strong problem-solving skills and attention to detail.
•         Excellent communication and teamwork skills.

Skills and Abilities:

• English, Nepali and other local language proficiency in communication, presentation, and report-writing; demonstrated ability in documentation and knowledge management interventions.

Personal Qualities:

• Self-motivated, good interpersonal and communication skills; flexibility; positive attitude to work with a diverse team.

Major Duties and Responsibilities: 

•          Support in designing and developing efficient web-based application/Decision Support Systems.

•          Conducting research and formulating new ways to support system development.

•          Processing, analyzing and visualization of data in web platforms from various weather and climate model.

•        Identifying options for potential solutions and assessing them for both technical and organizational         suitability.

•         Building innovative automation and system integration tools. Assist in other project implementation         activities.

Expected Outputs:      

            Ÿ          Fortnightly workplan shared on first day of each fortnight.

            Ÿ          Fortnightly Progress reports aligned with the workplan.

            Ÿ          Project deliverables according to timeline agreed with immediate supervisors.

Contract Duration      12 months, with possible extension on above satisfactory performance;                                       Probationary period: 4 months.
