As Team Leader- Climate Risk Management, Ramraj identifies capacity building opportunities, and leads the development, resourcing, and implementation of climate risk management projects that link science, institutions, and society in the African and Asian regions.
Ramraj’s experience includes managing project activities related to enhancing lead-time in early warning systems and preparing communities to receive and respond appropriately to such warnings. Under the US Indian Ocean Tsunami Warning System (US-IOTWS) Program, Ramraj played a pivotal role in studies that developed tools to assess policy and institutional readiness to manage disasters among three countries affected by the Indian Ocean tsunami of 2004, Indonesia, Thailand and Sri Lanka. From 2003 to 2006, Ramraj worked with the UNDP Sri Lanka, liaising with local and national government institutions on various disaster management programs. His prior work experiences extends to projects and programmes in incorporating disaster resistance into housing with the UNDP in Orissa, India, and in researching, preparing technical and policy reports on housing strategies with a non-profit entity in Delhi. Ramraj holds a Bachelor of Architecture from the School of Planning & Architecture, Jawaharlal Nehru Technological University, India, and a Master Degree in Planning (Specialization in Housing) from the School of Planning & Architecture, New Delhi, India.

Ruby Rose Policarpio
Institutional Development Specialist

As an Institutional Development Specialist, Ruby Rose leads capacity building activities for national, sub-national, and local level stakeholders in the interpretation and translation of early warning information.
Ruby Rose has worked with the Earthquake Monitoring and Tsunami Watch services in both the Asian Disaster Preparedness Centre (ADPC) and at RIMES; monitoring processes and quality standards in communications among Regional Tsunami Watch Providers, National Tsunami Warning Centres, and in the media. She has also been involved in the development and dissemination of RIMES information, communication, and educational materials. Her prior experience includes 8 years with the Local Government Services of Dumangas, Philippines, where she was involved in flood and drought early warning system development, and other coordination and research work. Ruby Rose holds a Bachelor of Science degree in Broadcast Communication and Management from the University of the Philippines in the Visayas, Philippines.

Jothiganesh Shanmugasundaram
Decision Support Tool Development Specialist

Jothiganesh's areas of expertise are in remote sensing and GIS applications. He currently works on climate modeling research, downscaling GCM products for climate change adaptation, disaster database development & disaster impact analysis, developing pre- impact scenarios for hydro-met and seasonal climate forecasts. He also develops decision support tool for tsunami and hydro-met early warning system and carries out capacity building activities for member states.His previous work with the Asian Disaster Preparedness Center includes regional tsunami risk mapping, evacuation mapping, visualization tools for climate model products, forecast translations, capacity building activities of GIS & RS technologies in developing countries, among others. Jothiganesh holds a Master Degree in remote sensing and GIS from the Asian Institute of Technology, Thailand.

Pichapon Robru

Pichapon contributes to project development and coordinates the monitoring and evaluation of projects and programs. She also prepares project and program reports and disseminates best practices and lessons learnt.
Pichapon has worked before as project coordinator for the Tsunami Recovery Project in areas of Thailand affected by the tsunami of 2004, as well as an administrative and research assistant for the Asian Harm Reduction Network and the Regional and Rural Development Planning department at the Asian Institute for Technology. She holds a Master of Science in Regional and Rural Development Planning from the Asian Institute of Technology. Her thesis, on Factors Influencing Rural Ruffian Gangster Activities in Rural Thailand, won AIT Thesis Competition and Excellent Thesis.
